Starting a State Geothermal Association Guidebook
Every state that has geothermal heating and cooling as a viable option for homes and businesses needs to consider initiating a statewide geothermal association. A locally run organization will understand the needs and dynamics of the state and will be better able to address the opportunities and challenges facing consumers, contractors, and utilities.
This Guidebooks takes you through the steps to create your own State Geothermal Association.
Starting or Improving a Geothermal Heat Pump (GHP) Incentive Program Guidebook
Rural Electric Cooperatives have been involved in promoting GHP technology since the early 80’s. If your cooperative is looking to start your own incentive program, or if you are working towards reaching the next level in an existing program, the information contained in this resource can help guide the way.
This Guidebooks takes you through the steps to create your own GHP incentive program.
Cooperative Incentive & Program Ideas
Builder/Developer Interaction to Promote Geothermal
Many of the suggested activities and results are based on the actions of one cooperative in MO. They started their program in the 80s and currently have about 10% of their members (23k meters) use geothermal heating and cooling. These activities were used both prior to the Federal tax credits in 2008 and afterward, consistently delivering good results. The benefits to the cooperative include a reduction in peak demand, increased revenue from fossil fuel conversions, and a happier member base.
GHP Incentive Tools
A well-managed GHP incentive program is vital to get systems installed that are properly designed for your member, as well as one that will meet the goals your program has set.
The GHP Sizing Validation Calculator (designed by IGSHPA), is one tool that will make this job easier. Enter the appropriate information and you will get a simple answer to whether the equipment is sized properly or not.

Geothermal Program Incentives
‘Think Outside the Box’
Electric Cooperatives have been incentivizing geothermal heat pumps for decades and have developed a variety of programs to help boost the adoption of the technology. The incentives you will see in this document take things a step further than a basic (but still very effective) dollar amount per unit or ton. If your cooperative is just starting a program or looking to enhance or change what you have, take a look and see what might work for you.

Inflation Reduction Act
The Inflation Reduction Act (IRA) of 2022 introduced a variety of financial incentives to encourage energy-efficient home improvements and the adoption of renewable energy technologies. These incentives aim to help homeowners save money on energy costs while reducing their carbon footprint.
How to Take Advantage of the IRA Savings
- Check eligibility: Many programs depend on your income and the specifics of the project.
- Work with certified contractors: Some rebates and credits require installation by certified professionals.
- Keep receipts and documentation: Save invoices, product specs, and certifications for tax filing or rebate claims.
- Plan upgrades strategically: Take advantage of annual caps and spread projects over multiple years to maximize savings.
